Pre-Arrival Notification of Security (PANS)

A Pre-Arrival Notification of Security is the security information a ship provides to a port before arrival so the receiving state can assess the ship’s status and decide on control measures. SOLAS Chapter XI-2 Regulation 9.2 lets a Contracting Government require, before port entry, information such as the valid ISSC, the current security level, the security level at the last ten ports of call, and any special security measures taken. Many states set a 24-hour notice window through national rules; the US requires a 96-hour Notice of Arrival under 33 CFR Part 160.
