Ship Energy Efficiency Management Plan parts for management, DCS, and CII under MARPOL Annex VI.

The Ship Energy Efficiency Management Plan (SEEMP) is the mandatory operational document under MARPOL Annex VI Regulation 26, in three parts. Part I is the management plan for improving energy efficiency, required since Chapter 4 entered force on 1 January 2013. Part II is the data collection methodology for the IMO DCS fuel reporting, required from 2019. Part III, added by MEPC.328(76) from 1 January 2023, sets the ship’s plan to meet its required CII year by year and must be verified and carry a corrective action plan if the ship is rated D for three years or E. The three parts together link design and operational efficiency to the CII regime.
