A3. Marine environmental legislation: MARPOL and its annexesDefinition
International Energy Efficiency Certificate under MARPOL Annex VI Regulation 8.
The International Energy Efficiency (IEE) certificate certifies compliance with the energy efficiency requirements of MARPOL Annex VI Chapter 4 under Regulation 6, covering the attained and required EEDI or EEXI and the presence of the SEEMP. It became required when Chapter 4 entered into force on 1 January 2013 (MEPC.203(62)). After MEPC.328(76), the certificate also reflects the EEXI verification for existing ships and the SEEMP Part III for the CII, from 1 January 2023. Unlike the IAPP, the IEE certificate has no expiry and is reissued on major conversion or change of flag, with the EEXI and SEEMP records appended.
