FAL.5/Circ.40 is the IMO Facilitation Committee circular that issues the harmonized data set and message structures for electronic ship-to-shore reporting, the technical companion to the FAL Convention’s standardized forms. It defines the elements a ship transmits for arrival, departure, crew, passenger, cargo, and security formalities so authorities accept a single electronic submission through a maritime single window, mandatory under FAL since 1 January 2024. The data set maps to the IMO Compendium on Facilitation and Electronic Business and to ISO 28005 electronic port clearance.
