International Ship Security Certificate (ISSC) issued by RSO/flag.
ISPS does not issue a generic certificate of compliance; the ship-level evidence of compliance is the International Ship Security Certificate (ISSC), issued under SOLAS Chapter XI-2 Regulation 9 and ISPS Code Part A Section 19 after verification that the ship operates an approved ship security plan. A recognized security organization or the flag administration issues it, valid up to five years subject to an intermediate verification. An Interim ISSC under Part A Section 19.4 covers new ships, transfers of flag, or change of company. Port facilities are not certificated; they hold an approved Facility Security Plan.
