An IMO Committee is a standing organ of the Organization that develops, reviews, and recommends the adoption of regulations within its mandate. The five are the Maritime Safety Committee (MSC), the Marine Environment Protection Committee (MEPC), the Legal Committee (LEG), the Technical Cooperation Committee (TC), and the Facilitation Committee (FAL). The MSC and MEPC are established by the IMO Convention and open to all member states; each can adopt amendments to conventions under tacit acceptance. Committees task subsidiary sub-committees and working groups, then report to the Assembly and Council.
