Approved ISPS-compliant port plan.

The Port Facility Security Plan is the approved document setting the measures a port facility applies at each security level; it is the same instrument the ISPS Code calls the Facility Security Plan. ISPS Code Part A Section 16 requires every port facility serving SOLAS ships on international voyages to hold a plan approved by the Designated Authority, based on the facility security assessment, covering access control, restricted areas, cargo and stores handling, monitoring, and responses to changes in security level. The PFSP is the port-side counterpart to the Ship Security Plan.
