MEPC 83

MEPC 83, held in April 2025, approved the IMO Net-Zero Framework as draft amendments to MARPOL Annex VI, pairing a global fuel-intensity standard (the GFI) with a pricing mechanism on emissions above the benchmark. The framework was approved but not yet adopted: the adoption session adjourned in October 2025, so the measures are not in force, with the earliest entry into force around March 2028. The Lifecycle GHG (well-to-wake) assessment uses Guidelines MEPC.391(81).
