- Substandard ship
- Ship whose condition, equipment or crew falls significantly below the standards required by relevant conventions, IMO Resolution A.1052(27).
- Suspension of class
- Temporary withdrawal of class status, often resulting in suspension of statutory certificates.

- Targeting factor
- Component of Paris MoU NIR risk score, including flag, RO, company and ship-type weightings.
- THETIS
- EMSA-operated PSC database used by Paris MoU.
- THETIS-EU
- PSC tool for EU directives such as Directive 2009/16/EC.
- THETIS-MED
- EMSA-hosted system supporting the Mediterranean MoU.
- Time window
- Period in Paris MoU NIR within which a ship becomes eligible for inspection, 5 to 36 months by risk profile.
- Tokyo MoU
- PSC regime for the Asia-Pacific.
- Tonnage Certificate
- Statutory certificate of gross and net tonnage.
- Traditional registry
- National flag register of a long-established maritime nation, such as Greece, Japan, Norway or the UK.
- Transfer of class
- Procedure for changing classification society, governed by IACS Procedural Requirement 1A.
- Transit log
- Document issued by certain port states authorizing passage through their waters.
- Type approval
- Statutory or class approval of equipment design used onboard.

- UNCLOS
- United Nations Convention on the Law of the Sea, 1982.
- Underperforming flag
- Flag State whose detention rate places it in the grey or black list of a regional MOU.
- Undue delay
- PSC liability concept under SOLAS I/19 and UNCLOS Article 226, compensable if PSC action is unwarranted.
- United Kingdom Ship Register
- UKSR, administered by the Maritime and Coastguard Agency in Cardiff.
- USCG Port State Control
- PSC programme of the United States Coast Guard, applying the QUALSHIP 21 incentive scheme and TVEL targeting matrix.
