New Inspection Regime (NIR): Paris MoU risk-based inspection scheme since 2011.
New Zealand PSC: Tokyo MOU member; PSC conducted by Maritime New Zealand.
Nigeria PSC: Abuja MOU member; hosts the Secretariat in Lagos.
No More Favourable Treatment: Principle ensuring that non-party ships are not treated more favourably than party ships during PSC.
Non-conformity: ISM Code term for an observed situation where objective evidence indicates non-fulfillment of a requirement.
Norway PSC: Paris MOU member State; PSC conducted by Norwegian Maritime Authority.
Notification of detention: Written notice to the master, flag State, RO and owner that the ship is detained.
Nuclear Ship Inspection: Special procedures under SOLAS Chapter VIII; rare but covered by PSC.

Officer in Charge of Navigational Watch: STCW II/1 certification checked during PSC.
Oil Record Book Part I: Machinery space operations on all ships of 400 GT and above.
Oil Record Book Part II: Cargo and ballast operations on oil tankers of 150 GT and above.
Oman PSC: Riyadh MOU member; hosts the Secretariat in Muscat.
Operational Control: PSC authority to verify operational requirements such as drills and watchkeeping.
Overriding factor: Condition such as collision, grounding, fire or pollution incident triggering an unscheduled PSC inspection.

PSC Targeting Factor: Composite score in Tokyo MOU based on ship type, age, flag, RO, and company.

Qatar PSC: Riyadh MOU member State.
QualShip 21: USCG quality program recognizing foreign-flag vessels with consistent superior safety performance.

Re-Inspection: Periodic check of portable securing devices, normally annual under CSM.
Recognized Organization (RO): Class society or other entity acting on behalf of the flag state.
Recognized Organization Performance: Three-year detention rate of an RO relative to its inspection share; used in SRP.
Refusal of access: Banning order under Paris MoU or Tokyo MoU.
Riyadh MoU: PSC regime for Gulf Cooperation Council region.
Riyadh MOU Member States: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.
Romania PSC: Paris MOU and Black Sea MOU member State.
Russian Federation PSC: Tokyo MOU and Black Sea MOU member; Paris MOU membership suspended in 2022.

Ship Type Targeting: Component of SRP; chemical tankers, oil tankers, bulk carriers, gas carriers, and passenger ships are weighted higher.
Singapore PSC: Tokyo MOU member; PSC conducted by MPA Singapore.
